Dr. Emelita O. Menes, Ph.D., is a distinguished academic leader and business professional whose career is defined by a deep commitment to educational quality and regional development. Her extensive background blends high-level institutional administration with active participation in commerce and community service.


Dr. Menes’ professional identity is rooted in her tenure at the University of Nueva Caceres (UNC). Having served as the Assistant Vice President for Academic Resources & Quality Assurance and the Dean of the School of Graduate Studies, she played a pivotal role in shaping the academic standards and strategic direction of the institution. 


Her educational foundation is equally robust, holding a Ph.D. in Behavioral Management (as a UNC-Administrative Scholar), an MBA, and a multidisciplinary undergraduate degree in Management, Marketing, and Accountancy.


Beyond the university, Dr. Menes has been a driving force in professional and civic organizations across the Bicol region and beyond. She served as President of both the Regional Council of Deans Inc. (RCDI) and the Regional Council of Deans for Graduate Education (CODGE) between 2015 and 2017. 


Demonstrating her versatility, she currently serves as the VP for Finance for the Metro Naga Chamber of Commerce and Industry (2024–2025) and has held the position of Board President for the Kolping Society Philippines.


Her contributions have been recognized through numerous prestigious awards. Notable honors include the Gawad Tingraw 2019 and the Outstanding Alumni Award from UNC. On a broader scale, she was named a National Outstanding PERAA Member in 2016 and received an International Research Exchange Award in 2013 from Universitas Ahmad Dahlan in Indonesia. In 2025, she was honored with the St. Peter Baptist Award for 28 years of faithful service to the community.


Dr. Menes also oversees a diverse portfolio of family-registered businesses, reflecting a strong entrepreneurial footprint in the Bicol region. These ventures span multiple industries such as Technical Services (CWM Engineering and Consultancy and CMA-Studio Architects and Builders), Hospitality & Lifestyle (Emmy’s Place and Residences and CJ’s Food House) and Retail (Lux and Fixtures).

Dr. Mario C. Villanueva is a distinguished leader, educator, and entrepreneur with a strong foundation in engineering, business, and innovation. He currently serves as President of Naga College Foundation (NCF), where he champions academic excellence, technological advancement, and industry collaboration in higher education.


A dynamic force in business and entrepreneurship, Dr. Villanueva is also the President of Glofa Builders, a construction and infrastructure company, and President of BEECALL TBI (Bicol Entrepreneurship and Empowerment Center for Accelerating Local Livelihood), a technology business incubator dedicated to empowering startups and local enterprises. In addition, he holds the position of President of the Metro Naga Chamber of Commerce and Industry (MNCCI), where he leads initiatives to foster economic growth and business development in the region.


Before his current leadership roles, he was the Plant Head at Integrated Microelectronics Inc., gaining valuable experience in high-tech manufacturing and operations. He earned his engineering degree from Mapua Institute of Technology and is currently pursuing a Doctor of Business Administration (DBA) at the Asian Institute of Management (AIM), further strengthening his commitment to strategic leadership and innovation.

Executive Leadership Oversight

  • Hire, evaluate, support, and, if necessary, terminate the Executive Director or President to ensure competent and ethical leadership.
  • Provide strategic guidance and support to executive leadership in alignment with the Chamber’s mission and objectives.
  • Conduct regular performance reviews and succession planning to ensure leadership continuity.


Policy Development and Governance

  • Formulate and approve organizational policies, particularly those related to human resource management, financial operations, and ethical conduct.
  • Establish and uphold procedures for addressing staff and client grievances, ensuring fairness, transparency, and compliance with legal standards.
  • Ensure the organization’s activities and decisions comply with its bylaws, mission, and core values.
