VP for Chamber Management

Joe Mark S. Pardiñas is a dynamic leader in real estate, marketing, and community development, with a proven track record in sales, strategic partnerships, and social entrepreneurship. He is the CEO and VP for Businesses Development of Enjoy Realty and Development Corporation and the Owner of Own Homes Realty, where he leads efforts to provide innovative and accessible housing solutions while championing sustainable urban development.

A Young Market Masters Awardee, Joe Mark has been recognized nationally for his excellence in marketing and business leadership. He is a proud YSEALI Professional Fellows Program (PFP) Alumni, reflecting his commitment to international collaboration and civic leadership across Southeast Asia.

Previously, he served as Division Head for Marketing and After Sales of Waters Philippines, as General Manager of Mansmith and Fielders, Inc. and as Sales, Marketing, and Key Accounts Manager of Rags2Riches Inc., a renowned social enterprise, where he played a key role in empowering local artisans and scaling ethical fashion initiatives.

Joe Mark also serves as the 2025 National Trustee and PRO of the Real Estate Brokers Association of the Philippines (REBAP), Immediate Past President of the REBAP Naga City and Camarines Sur Chapter, and as a Director of the Metro Naga Chamber of Commerce and Industry (MNCCI), where he actively contributes to industry development and policy advocacy.

VP for Finance

Dr. Emelita O. Menes, Ph.D. is a distinguished academic leader and entrepreneur with a strong background in educational management and quality assurance. She is the founder and head of her own construction firm, where she applies her strategic leadership and commitment to excellence in delivering quality infrastructure projects.

Dr. Menes previously served as Assistant Vice President for Academic Research and Quality Assurance and Dean of the School of Graduate Studies at the University of Nueva Caceres, where she led initiatives in academic innovation, institutional accreditation, and research development. Her tenure significantly enhanced the university's academic reputation and commitment to continuous quality improvement.

With a Ph.D. and decades of experience in both education and enterprise, Dr. Menes continues to bridge the gap between industry and academia, contributing to community development through both infrastructure and intellectual leadership.

VP for Programs & Projects

Eleanor Zuniga Montemayor is a dynamic leader in civic engagement, business development, and events management, with an extensive track record of service and entrepreneurship. She currently serves as Zone 2 Chairperson for Region 7 of Lions International, where she champions community service and leadership development across the region.

Eleanor is the Former Executive Vice President of the Metro Naga Chamber of Commerce and Industry (MNCCI) and past President of the Jovenes De Bicolandia 102 Lions Club International, where she played a vital role in expanding outreach programs and strengthening community networks. She also serves as Executive Vice President and Board Director of JCI Senate, demonstrating her enduring commitment to empowering local leaders and entrepreneurs.

In the private sector, Eleanor is the President of the Bicol Association of Professional Events Organizers and a Marketing Consultant at Avenue Plaza Hotel, where she leverages her expertise to elevate brand visibility and customer engagement. As the head of her own events organizing firm, she continues to deliver high-impact, professionally managed events across the region.

 Her leadership, marketing acumen, and passion for community service make her a respected figure in both civic and business circles. 

Board Secretary

Engr. Nico Nino G. Lagrimas is a dedicated civil engineer, educator, and entrepreneur with extensive experience in project management and infrastructure development. He is the CEO of Lagrimas Construction and Consultancy, where he leads a range of construction projects known for quality and innovation.

Alongside his professional practice, Engr. Lagrimas serves as a College Instructor at the University of Nueva Caceres, his alma mater, where he earned his Bachelor of Science in Civil Engineering. He is passionate about mentoring future engineers and contributing to academic excellence.

His career includes leadership roles in the construction industry, such as Team Leader and Project Manager at Design Coordinates, Inc. (DCI), Person-in-Charge at Archipelago Builders, Project Engineer at JP Ongkiko & Associates Inc., and early experience at Hilmarc’s Construction Corporation.

Engr. Lagrimas is known for his strong work ethic, technical expertise, and commitment to delivering projects that enhance community development and infrastructure resilience.

Treasurer

Engr. Ian Arvin G. Ferrer is a dynamic serial entrepreneur and seasoned professional in the construction and energy sectors. He is the Proprietor and Manager of I.A. Ferrer Construction & Supply, a growing enterprise known for delivering reliable and high-quality infrastructure solutions. He also serves as Manager and Co-owner of Petron Tambuco Gas Station, demonstrating his versatility in managing businesses across industries.

Committed to continuous learning and innovation, Engr. Ferrer is currently pursuing a Master in Entrepreneurship at the Asian Institute of Management (AIM), one of Asia’s premier business schools. His entrepreneurial ventures are marked by strategic leadership, operational excellence, and a passion for sustainable development.

With a strong foundation in engineering and business, Engr. Ferrer continues to expand his enterprises while contributing to local economic growth and community development.. 

Auditor

Engr. Flordeliza V. Azana is a dedicated geodetic engineer and accomplished serial entrepreneur, with thriving ventures in both the construction and hospitality industries. Her leadership and entrepreneurial drive have contributed to the growth of multiple businesses, reflecting her versatility and commitment to excellence.

Beyond her professional pursuits, Engr. Azana is deeply engaged in public service. As the Head of the Camarines Sur Parole and Probation Office, she volunteers her time and expertise to support the rehabilitation and reintegration of individuals into society, embodying a strong sense of civic duty.

In recognition of her outstanding service and compassion, she was honored with the prestigious HERO Award, celebrating her impactful contributions to the community. Engr. Azana continues to lead with purpose, balancing her professional success with meaningful civic engagement and social responsibility.

P.I.O

Joselito Ocol Jr. is a seasoned expert in agriculture and food security, bringing over 15 years of experience in the Philippine agriculture value chain. As Co-founder and CEO of Agrabah Ventures, he has led groundbreaking initiatives in sustainable agriculture, most notably the Seaweed Initiative for Carbon Neutrality, which earned top recognition at the ASEAN Blue Innovation Challenge 2024. His visionary leadership in climate-smart and nutrition-sensitive agriculture has garnered multiple accolades, including being named Net Zero Leader at the ASEAN Business Awards 2023 and receiving the Alibaba Cloud Impact Award in 2022.

He currently serves as Executive Director of the Bicol Entrepreneurship and Empowerment Center for Accelerating Local Livelihood (BEECALL), where he champions programs that empower farmers and fisherfolk through climate-resilient farming methods and community-based nutrition initiatives. In addition, Joselito contributes his expertise as a Startup Technology Business Incubator (TBI) Mentor, Robotics and AI Consultant at Naga College Foundation, Board of Regent at Partido State University, and Public Information Officer (PIO) for Chamber Management at the Metro Naga Chamber of Commerce and Industry (MNCCI).

Joselito pursued a Master’s in Business Administration at the University of Nueva Caceres and is an alumnus of the Startup Management Development Program at the Asian Institute of Management. Fueled by a deep passion for sustainable development and technological innovation, he continues to advocate for inclusive growth and resilience among smallholder farmers and fisherfolk across the Philippines.
